Consent gate

The rule, applied across the agentic-internet stack, that agents suggest and humans consent: an agent may draft a connection, propose a payment or route an introduction, but a named human approves before it becomes real, with no auto-approval at any tier. It matters because a consent an agent can grant itself is not a consent, and the gate is enforced by a missing parameter rather than a policy anyone can argue past.
